Dear Valued Resident,

As you are very well aware, ever since I was elected MCD Councillor from Ward-17 i.e. Janak Puri and subsequently, was appointed as the youngest Chairman of the Wards Committee (West) for the year 2002-2003, I have tried my utmost to discharge my duties to the best of my ability and capabilities. Whether I have been successful in my this endeavor or not, it is for the people to judge. But I will always strive to prove my worth by dint of hard, sincere, efficient and selfless service to the residents of my ward.

My bonding with Janak Puri is more emotional than professional. Because ever since I have emerged victorious from here, the love and affection which I have received from the residents of Janak Puri is un-paralleled.

It gives me great pride in announcing that out of a total of 134 Municipal Councillors in Delhi, I am the only Councillor who has spent more than Rs.5,40,82,121/- from MCD funds for the development of Janak Puri as well as Uttam Nagar, that too in such a short span of 15 months.

Before I was elected as Councillor from Janak Puri, I had certain dreams for Janak Puri, and which are not directly linked with MCD. But again, I can proudly say that my this vision for Janak Puri is taking shape in the form of a DELHI HAAT, A COMMUNITY WEDDING MART, COFFEE HOME & OLD AGE TRANSIT HOME, for which, DDA has principally agreed on allotting lands for these dreams to take concrete shape. Also, the steps initiated by me for Improvement of Electricity Distribution system in Janak Puri is known to one and all. I do not wish to elaborate on them.

Apart from above, I organized two House Tax Collection Camps for the benefit of the residents of Janak Puri as well as organized a Servant/Tenant Verification Camp which too was appreciated by everyone. Moreover, an Interactive Session each was organized by me with Shri Ajay Maken _ Hon'ble Minister for Power, Transport & Tourism; a similar Interactive Session was organized with Shri Shadi Ram _ Vice Chairman DJB & Shri L.N. Kapoor _ Chief Engineer DJB, an Interactive Session with DCP West & DC MCD West Zone, an Interactive Session was also organized with Chairman of The Standing Committee of MCD as well as Secretary _ High Power Technical Committee on Unit Area Method Of House Tax Collection in which elaborate information about Unit Area Method of House Tax Collection was given. A large number of representatives of various RWA's of Ward-17 as well as Ward-18 attended these sessions and appreciated my these initiatives, which were taken for the very first time.

As you are also aware, a large number of Senior Citizens reside in my constituency, who are retired and who have already made a valuable contribution towards our society. I feel that the simplest way in which they spend their free time is by visiting Parks in their vicinity. It is my earnest belief that TO SERVE THE ELDERS IS EQUIVALENT TO SERVING GOD. I have made a small but significant effort to give practical shape to this thought of mine by spending Rs. One Crore (RUPEES TEN MILLION) which includes the annual budget of Rs.65 Lacs under the Councillor Head on the development of Parks of Ward-17. This too makes me the only Councillor in Delhi to spend this much amount on the development & beautification of parks, the matter persued by you and your team on regular basis through regular meetings and representations forwarded by you . (Please find enclosed a list of developmental works to be carried on shortly in various parks of your Block _ Annexure II.)

This does not mean that I am totally devoting my funds and energy towards the development and beautification of Parks. I am equally devoting my time, energy and funds on the development works of Janak Puri and Uttam Nagar whether it is the construction of Drains, Improvement of Lanes, Dense Carpeting of Roads etc. To prove my this point, I have been successful in getting a Fund of Rs.2,95,000,00/- sanctioned in the first phase for the year 2003-04 from MCD for these developmental works. There are three un-authorised colonies in Uttam Nagar area of my Ward-17 namely Jeewn Park, Mahendra Park and Chanakya Place. The developmental work of these colonies is undertaken by DSIDC. After my meetings/correspondence with Hon'ble C.M. and Hon'ble Urban Development Minister _ Govt. Of NCT Of Delhi, a sum of Rs.1,40,000,00/- was sanctioned for the development of these colonies (Correspondence / Meeting Notice / ATR with Hon'ble C.M./UD Minister enclosed _ Annexure IV). I have also been successful in getting an amount of Rs.19 Lacs for Dense Carpeting of the road adjoining Pankha Road Drain starting from JJ Colony Pankha Road and going till Sagarpur. In addition to this, I have also successfully obtained an amount of Rs. 38 Lacs for construction of two bridges on this drain linking E, F & C blocks of Jeewan Park. This work has been possible due to the support and co-operation of Shri Haroon Yusuf _ Hon'ble Minister of Food & Civil Supplies, Rural Development and Flood Control and who also happens to be my friend from the days of my Student Politics. But when these works were on the verge of taking shape, SOMEONE ELSE TRIED TO TAKE CREDIT AND UNDUE POLITICAL MILEAGE FOR THE SAME. But it is most unfortunate and regrettable that the above mentioned achievements of mine are giving SOME PERSONS SLEEPLESS NIGHTS and they are unable to digest this bitter truth that MY ACHIEVEMENTS & ACTIONS ARE DOING THE TALKING, rather than myself speaking on them. These same vested interests have stooped to the lowest level, which shows their Frustration as well as Desperation, the recent example of which is _ That as a result of my continuous efforts, Five LA Road Schemes were prepared and approved by the High Power Technical Committee of MCD under which, the Dense Carpeting was to be done on 40' as well as 60' Roads in A-1, A-2, A-3, C-1 and C-2 Blocks of Janak Puri. Similarly, Storm Water Drains, Side Brums, Footpath, Road Sign Boards etc. were also to be constructed under these Five Schemes in these blocks. The cost of these 5 schemes was Rs.12 Crores. After these kinds of schemes are approved by the High Power Technical Committee of MCD, they are sent to Hon'ble Lt. Governor's Office for Administrative Approval. The similar 218 schemes for overall Delhi for the year 2002-2003 were approved by the Hon'ble L.G. For these 5 schemes of Ward-17, the funds were also available with the Delhi Govt.and these Schemes were strongly recommended by Hon'ble C.M. of Delhi, Hon'ble Mayor of Delhi as well as the Chairman of the Standing Committee of MCD to Hon'ble L.G. But unfortunately, these schemes for Ward-17 were unable to get the necessary Administrative Approval from L.G."s Office. I do not wish to jump the gun but it is for the people to Judge that why these schemes could not get the final approval from L.G.'s Secretariat?

I am well aware that the water problem is going on in Janak Puri for a long time. But this problem is being faced by the residents of Whole Delhi and not by Janak Puri residents alone. Although, DJB does not come under the preview of MCD, I have been taking up this matter with DJB untiringly for the last one year and it gives me pleasure to state that there has been some improvement in the Water Situation in Janak Puri. As a result of this initiative taken by me, many water pipelines in various blocks were changed, some remedial actions are in the pipeline and in many blocks, where there are Underground Water Reservoirs, I am getting the water supplied to these reservoirs through Water Tankers of DJB. In various blocks, where no such reservoirs are there, the water is being supplied through water tankers on regular basis. But I am aware of the problem faced by DJB Officials as there is a greater demand for water in whole Delhi but supply is far less. The Govt. of NCT of Delhi is also making continuous efforts on priority basis to get more water for the residents of Delhi.

I am enclosing the photocopies of my correspondence with Hon'ble C.M., Hon'ble L.G., Vice Chairman and CEO _ DJB in this regard, for your information _ Annexure VII.

Apart from the above mentioned developmental works, I have also been actively involved in various Social Events and the example of which is the SAUBHAGYAWATI MELA _ which was the first of its kind to be organized not only in Delhi, but in JanakPuri too, for Womenfolk on the eve of Karva Chauth. This shows my token of regard and respect for the womenfolk in my constituency.

There is a large number of youngsters residing in my constituency who are like my brothers and sisters. These youngsters are least bothered about the politics and developmental works but they enjoy life to the hilt and are career oriented. For this segment of younger generation too, two Pop Shows were organized by me in Janak Puri in which, Punjabi Pop Superstars such as MIKA and ASHOK MASTI enthralled them with their performances.

Apart from providing them with entertainment, I made an attempt to link these youngsters, who have attained the age of voting, in the process of Nation Building by sending them a letter containing information in the form of a Prescribed Form alongwith a List, where these youngsters could get themselves enrolled in this procedure.

I also conveyed my best wishes to all those youngsters who have successfully completed their Senior Schooling by virtue of a congratulatory Letter.

I earnestly believe that The Physically Challenged People are also a part of the main stream society and it is the moral responsibility of all the elected representatives to create such an atmosphere in the society so that these people can get their due share of respect and a sense of belonging which will boost their confidence. I prepared an action plan for all such physically challenged people and I feel proud to say that on my recommendations, Dept. Of Tourism, Dept. Of Social Welfare, Dept. Of Transport, Govt. Of NCT Of Delhi, DDA, MCD and DMRC accepted my suggestions and these suggestions are in the process of implementation.

In my ward 17 , in Possangipur village an NGO by the name of PRERNA NIKETAN SANGH was undertaking the noble cause of rehabilitating Physically Challenged Street Children. This NGO was provided with a temporary shelter in a Mandir, which they were asked to vacate at a very short notice and these children were on the verge of coming on the street. With my efforts, a shelter was alooted to them at Basti Vikas Kendra cum Community Center, E Block, Phase III, Sector III, Dwarka, Pappankalan, New Delhi. This has been a record of sorts as it is for the first time in the history of MCD that an accommodation has been allotted to an NGO within a short span of Three Months. I treat this achievement of mine as the biggest SPIRITUAL ACHIEVEMENT and my pleasure goes beyond words that the Almighty has made me the medium to perform this noble deed. Under my stewardship as Chairman _ MCD West Zone, west zone became the first and only zone in Delhi where Terminal Benefits are paid to the retiring teachers of MCD Primary Schools on the same day of their Retirement (Press Clippings enclosed _ Annexure IX).

It is the result of my continous efforts and persuations with the Hon'ble C.M. and Hon'ble Health Minister of Govt. of NCT Of Delhi that the work of a 300 bedded SUPER SPECIALITY HOSPITAL (With Dept. of Oncology) in C-2B Block Janak Puri, which was held up for the last 5 years, has started. The Foundation Laying ceremony of this Hospital took place on 23rd April 2003 (Copies of my correspondence to get this project started is enclosed - Annexure X).

To honor the feelings and desires of the residents of my constituency, two Parks in Janak Puri were named as SHRI RAM VATIKA and SHRI LAXMAN VATIKA respectively and a Road in Uttam Nagar has been named as GURUDWARA KALGI DHAR SINGH SABHA ROAD. There are few other parks in Ward-17 whose names has been finalized as SHRI KRISHAN VATIKA, MAHARISHI DAYANAND VATIKA, SHRI RADHA KRISHAN VATIKA, KAILASH VATIKA, BAJRANG BALI PARK, JHULELAL VATIKA etc. and they are in the final stages of process.

But here I wish to place on record that this is not the end of developmental works for my constituency. Rather, this is just the beginning and your blessings and best wishes will keep on giving me more zeal, strength, stamina and inspiration to do better and better with each passing day.

Whatever I have penned down above is HARD CORE TRUTH AND NOTHING ELSE and it is open to be cross checked for its authencity at any point of time.

Here, I also wish to categorically reiterate that POLITICS IS NOT MY PROFESSION BUT IT GIVES ME UTMOST SATISFACTION TO SERVE THE PEOPLE AND SOCIETY.
