: Budget provision for non-completion of
L.A. Road Schemes of
Ward-17, Janak Puri.
Dear Shri Mehta ji,
Please
recall my personal visit in your office regarding
non-completion of L.A. Road Scheme in which
you had assured me that you will give instruction
to the Engineering Chief to provide sufficient
budget for remaining work of L.A. Road Scheme.
Last
year Five L.A. Road Schemes pertaining to my
ward i.e. 17 Janak Puri were sent to Hon'ble
L.G. for accord of administrative approval.
These files were discussed by Hon'ble L.G. with
your good self. Hon'ble L.G. was of the view
that the proposal includes drains & covers
on the drains, which makes the estimate unbalanced,
because the cost of the side berms and drainage
system is higher than the cost of the carriageway.
He was of the view that the drainage system
is part of the overall Plan of the Colony and
should not be included to the roadwork cost.
In
the mean time Area M.L.A. Dr. Jagdish Mukhi
had given his consent for strengthening of same
roads, which were proposed to be included against
these schemes.
Chairman
Standing Committee desired that these roadsbe
included under Transport Sector (Urban Roads)
only as proposed earlier and area MLAdesired
these be included under MLA Fund of his Constituency.
This being a difficult situation, the matter
was referred to Principal Secretary (UD) vide
its letter No. F-18A(7)/UD/Plg./2002/4650 dated
12.3.03 addressed to Commissioner had intimated
that these works may be executed out of the
MLA Fund of Sh. Jagdish Mukhi (Copy enclosed).
Five
LA road Schemes were again sent to Hon'ble LG
for taking into consideration provisions of
stg. of carriageways only. Sh. S.C.L. Das, A.S.
to L.G. has since returned the file with the
comments that the work proposed by Area MLA
may be executed out of MLA Development Fund
as advised by Govt. of NCT of Delhi.
After
this I had taken up this matter with your goodself
on 22nd January, 2005 where I expressed my desire
complete the remaining works against these Five
Schemes i.e. Imp. of drainage system and Imp.
of Side Berms out of the Plan Funds of Colony.
It
was decided by you in this meeting that "a
project estimates amounting to Rs. 4.30 crores
construction of drain and footpath in A-1, A-2,
A-3, C-1 & C-2 Blocks of Janak Puri. The
E.E. XXIII, however, had been directed to prepare
the detailed estimate and get it approved from
the competent authority for inclusion in the
next Action Plan for the year 2005-06 under
Head of A/c XL-VIII-Z-a and take up the work
as per availability of the funds under the said
Head of A/c." (minutes of the meeting enclosed)
You
are requested to kindly advise Engineering Chief
to incorporate these works in the action plan
and budget may be provided for the same to expedite
these works at the earliest.
